To All Whom It May Concern.

  This is to certify that Mr.Frank C. Swannell, of Victoria, British Columbia, is entitled by Statute to practise as a land surveyor in the Province of British Columbia, and that he has, for the past four years, been employed by the Department of Lands ,  in carrying out an extensive reconnaissance survey of the northern portion of the Province. 
  Mr. Swannell, is regarded by this Department, as being a man of exceptional ability, and is known to be resourceful, reliable and absolutely trustworthy, and is considered to possess qualities which fit him to assume responsibilities in connection with the command of men.
