THIS IS TO CERTIFY that Mr. Cecil H. Meares has served as Commander, RNVR on board H.M.S. President II R.NAS (Hotel Cecil) under my command from the 21st day of November 1917 to the 1st day of April 1918, during which period he has conducted himself +with every zeal and to my entire satisfaction.
