There is some complaint that promotion is given to the new & untried while those who have had special experience & have even distinguished themselves.

We have instance here. Twigg is second in command of a training co. of which [McPhee?] D.S.O. is only a platoon commander - Low is given a company. Harold Notion another - our old [adj?] R. Ley is now [adj'?] of the 30th. Harrison has been offered the 2nd in command of another battalion.

Above I was talking of the 30th Reserve which is of course for the purpose of training drafts. The men detailed for 29th Bn are ordered to be ready to push off today but we don't know who is going with them.
