  We recommend that the gates be removed to a distance of not less than two hundred feet each way from these present positions, with a red light attached at each end and in the center of the road and one further recommend that all drivers of automobiles carrying passengers be compelled to go under a rigid examination by capable men before being granted a license in any part of the province of BC and that no passenger car be allowed to carry anymore people than its seating capacity
