I certify that I have seen FRANK C. SWANNEL and consider him a suitable candidate for a temporay commission.

(sd) R.E.W. Turner.

BRIGADIER GENERAL, 3rd Infantry Brigade.

September 16th, 1915.

I CERTIFY that I know Frank C. Swannell of the 16th Canadian Infantry Battalion. He attended a period pf three years at the School of Practical Science in the Faculty of Engineering, University of Toronto, obtaining a certificate therefrom in 1900. The course that he took while there was mining Engineering and from my own knowledge of this course, gives a wide instruction in all technical work of design and consturction, as well as mathematics etc. On this account I consider this man to have a good practical education which would make him a suitable candidate for a commission in the Engineers.
