Canadian Army Corps. September 16th 1915.

I CERTIFY that I know Frank G. Swannell of the 16th Canadian Infantry Battalion. He attended a period pf three years at the school of Practical Science in the Faculty of Engineering, University of Toronto, obtaining a certificate therefrom in 1900. The course that he took while there was mining Engineering and from my own knowledge of this course, gives a wide instruction in all technical work of design and construction, as well as mathematics etc. On this account I consider this man to have a good practical education which would make him a suitable candidate for a commission in the Engineers.
