A state of war exists between Austria & Serbia.  The war clouds that have been darkening over the face of the political world for an indefinite period of years, have burst at last, and the "Weltkrieg" or World War is upon us.  After onimous rumblings of distant thunder came the rain of telegrams & "extras", until the usually spick & span streets of Dresden were littered with the small white sheets.  On June 28th last, the heir to the Austrian throne Arch-duke Francis Ferdinand & his morganitic wife, were assasinated in Serjavo, the capital
